Reading faults, live values and the battery is ordinary diagnostics, the same thing any workshop tester does. Coding and programming change the car: whether a particular change, such as a retrofit or a software version, is allowed where the car is driven depends on local rules and is your responsibility, as with any tester. STEUER14 makes a backup before every write, asks you to confirm, checks the supply voltage before programming and never stops a flash halfway, but coding and programming always carry some risk: follow the manual and put a charger on the 12 V battery.
